Introduction
The objective of the project is the creation of a technological infrastructure to enable new use cases and services for citizens and businesses, through the use of electronics cards and other digital payment instruments to stimulate the digitalisation of payments.
The main pillar of the infrastructure is the communication with the acquirers operating in Italy, that have to transmit the transaction data needed for participating the various initiatives by PagoPa.
The macro components of the infrastructure are listed below:
DIGITAL TRANSACTION FILTER - Operated by the acquirers, provide the filtering and loading of electronic transactions from acquirers, isolating and anonymizing the information that each single service built on Centro Stella needs.
DIGITAL TRANSACTION LOG (RTD) - Aggregates commercial transactions carried out through digital payment instruments, both by individuals and by companies through physical & virtual POSs operating in Italy. RTD prepares data for feeding the vertical application based on Centro Stella infrastructure
PagoPA provides an open source framework for implementing the Digital Transaction Filter, available on GitHub (https://github.com/pagopa/rtd-ms-transaction-filter/)
The framework and its use is documented in the Digital Transaction Filtersection of this document.
PagoPA highly recommends the acquirers adopting such framework that has been optimized for performance and security.
The Digital Transaction Log is therefore the enabling platform for different and future use cases that see the role of electronic payments as central, maintaining a unique integration with acquirers operating in Italy.
The PagoPa platform Centro Stella will manage the information according to the requirements of the GDPR; in particular, it must not be allowed to trace the individual transaction and recover the personal data of the payers and/or the payment in any way (Privacy and Data Processing)
